Building Inspection Division
Building Inspection Division is a section of the Planning Department. This department overlooks the construction of structures and compliance of all applicable codes and ordinances. In addition, the department addresses the dilapidated structures. The permit allows us to inspect the safe construction of structures and the proper use of materials. Permits are required for new construction, remodels, repairs, additions, and demolitions. These are also required for the electrical, plumbing, and mechanical trades. Permits will be issued only after a plan has been reviewed and approved by the planning, building, utility, fire, and engineering departments. Certain plans may need to be designed by an engineer or architect.
When and TO OBTAIN A BUILDING PERMIT A permit allows us to visit your building site and inspect the safe construction of structures and the proper use of materials. Permits are required for new construction, remodels, repairs, additions, and demolitions. In addition, permits are required for electrical, plumbing, and mechanical trades. Permits will be issued only after a site plan and construction plans have been submitted, reviewed, and approved by the planning, building, utility, fire, and engineering departments. Certain plans may need to be designed by an engineer or architect. A building permit will be issued once the following requirements have been submitted: RESIDENTIAL 1) Complete building permit application (available in Building Inspection Department) 2) Plot Plan/Site Plan indicating: address of property legal description of the property building setback lines 3) Foundation Plan to include wood, steel or engineered post tension w/details 4) Floor Plan with dimensionally load out, with electrical and plumbing information 5) Typical wall section 6) Exterior elevations (all four sides). 7) Roof section with joist and rafter layout, or engineered roof truss layout and dimensions. 8) RES Check Compliance Report 9) Windstorm load of 120 miles an hour (submit inspection reports and compliance
10) Verification of builder registration with Texas Residential Construction Commission 11) Two full sets of plans Ø Builder must register with the City of San Benito as a general contractor (sub-contractors to register in their specialized field). BACKFLOW PREVENTION DEVICE Ordinance No. 2253 adopted by the City Commission on May 14, 2002 and in accordance with the Texas Commission on Environmental Quality (TCEQ), the City of San Benito in protecting the water supply of the city from contamination or pollution due to any existing or potential cross connections requires a Backflow Prevention Device be installed whenever: Ø The nature and extent of any activity of the premises, or the materials used in connection with any activity of the premises, or materials stored on the premises could contaminate or pollute the drinking water supplyØ Materials of a toxic or hazardous nature are being used such that, if back siphon age should occur, a health hazard could resultØ A fire sprinkler system is connected to the city’s water systemØ A lawn sprinkler system is connected to the city’s water systemThe device is required to be installed at the business at the expense of the user, either at the city’s water service connection or within the premises. All backflow devices must be registered with the city indicating the date of installation, make, model, serial number of the device and an initial test report. All backflow devices installed within the territory served by the City shall be tested immediately upon installation and at least annually thereafter by a state certified tester. CAPITAL IMPROVEMENT CONNECTION FEES Ordinance No. 2287 adopted by the City of San Benito on August 5, 2003 established connection fees for the use of the city’s water system and wastewater system. The fees are based on 35% of the maximum amount for water treatment, storage and water rights and 35% of maximum amount for wastewater treatment. The fees are collected through the issuance of a building permit on new construction for commercial and residential.
